Not going to deny it, but if you arrive in Bucharest, the best way of getting into town is with Uber or Bolt. It is not very expensive and if you arrive with a couple friends it might actually be a more efficient way to get into the city. Access this link to know more. But if you like saving some money and visiting like a vampire, try this:
Train

PROS:
- No traffic!
- The terminal looks cool as an infrastructure project and the trains are nice.
- You can order the tickets online (type in Aeroport Henri Coandă – București Nord).
https://www.cfrcalatori.ro/en/ - Fastest way of travelling
CONS:
- The trains are every 40 minutes
- They take you to Gara de Nord and from there you need to get to your next destination, The old center is a couple metro stops from there. Gara de Nord is a very hectic place
The Bus (the 100 bus)
Info: 783 has changed its name since 1st December 2023 to 100

PROS:
- There are multiple stops, the last stop being Piata Unirii (the Old Town is nearby)
- Even though there are multiple stops, unlike a regular bus it will stop only in the main points of interests
- You don’t need to buy tickets, swipe your credit or debit card on the machines and payment
is done.
CONS:
- Takes more time than the train. It is a disaster if you hit rush hour. Rush hour is usually
7:30-9:30 in the morning and 16:30-19:00 so account for an extra 30 minutes just in case - Make sure you swipe the card properly and you can’t pay other people than yourself
- It can get crowded and you might not be able to find a seat.
