Using statist.com we have found out that CEC bank (Romanian state bank) and ING from the Netherlands are the banks that charge 0% withdrawal fee.

So what banks should you use? Obviously, we recommend using CEC Bank (to promote the local economy) and ING. But Banca Transilvania and OTP bank are decent options too with a small percentage fee per transaction.
